Possess working experience or research ability in one of the following fields : facial recognition, finger-print recognition, smart card system, motion tracking, remote control. 3. Priority is given to those who have knowledge in database system (MS SQL), network programming, and experience in working with commercial API/SDK.

The requirement seems to be high and to full fill all your requirement, it can be only completed with SDK or API related to the device you are using in this project. Such as smart card has their own SDK to read and write into it specifically. I knew little bit about this because i worked on MyKAD integrator projects. And also the fingerprint recognition (biometric) using it’s own API as platform to communicate between the device and application.
