In this video streaming module, we will provide the video capture card.
There are few requirements:

1.) Able to view video over network. eg. Access the local machines by IP address and port number from another pc.

2.) able to capture images at local machines during the viewing from another pc. meaning the local machines can interrupt the transmission.

3.) Motion detection can be detected during the viewing from another pc.

4.) Provide all library functions. Create SDK for us.
